Purpose: Bug fix (by Bill Wendling)
Description: When efc compiler was used, FFLAGS were not set up
to deal with !DEC amd !MS dirctive and to use
-Vaxlib flag for exit call.
Solution: Modify the file to set up the flag.
Platforms tested: titan
