[svn-r9609] Purpose: Small bug fix
Description: Build failed in hl/test directory on OSF1 at PSC
Solution: It looks like that two extra blank lines after
CPPGLAGS definition caused the syntax error
I deleted the lines, and compilation went through
Platforms tested: lemiuex, heping
