Removes old header/library checks (#3078)
In both CMake and the Autotools, remove checks for:
* lstat
* srandom
In CMake, remove checks for:
* string.h
* strings.h
* stdlib.h
We assume these exist. Configure will always check for them (we don't
add any special code to do this), but there's no reason to duplicate
that nonsense in CMake.
