[svn-r6759] Purpose:

bug fix

Description:
The default of CC used to be gcc which is not compatible with the
default fortran compiler of xlf.

Solution:
Copied the CC default setting from the C-API level.

Platforms tested:
Run test in Copper since this is a purely AIX change.
