[svn-r2919] Purpose:

	Buglet fix...
Description:
	When configuring, configure would complain about there not being
	a confdefs.h file.
Solution:
	Added a src/H5config.h file which configure can generate. This
	can be used for configure stuff later, but is empty now.
Platforms tested:
