Purpose:
Feature Fix
Description:
Added code so that it measures the time it takes to do I/O and return
that to the calling function.
This code doesn't quite work yet. There is something wrong with the
MPI code in the "pio_engine.c" file...I don't know what's up with
it...
Platforms tested:
