[svn-r20074] Maintenance before the release:
Updated RELEASE.txt with information about fred.
After getting permissions from the highest authority (Mike M.), brought back bug fix from 1.8 and trunk that prevented us
to automatically build binaries for the release; it also generated several messages to the HelpDesk.
Platforms tested: fred (minor, test passed on all platforms in 1.8 and trunk).
