Update Doxygen initializers & identifiers in VFDs (#3795)
* Add Doxygen for all H5FD_<VFD> initializers
* Add Doxygen for all H5FD_<VFD>_VALUE values
* Mark H5FD_<vfd>_init() calls private in Doxygen
