[svn-r9117] Purpose: Minor Bug Fix
Description: In H5O_fill_new_decode and H5O_fill_new_encode, UINT32DECODE and
UINT32ENCODE were used to decode and encode message size, which is ssize_t.
Solution: Change to INT32DECODE and INT32ENCODE.
Platforms tested: fuss - very simple change.
