[svn-r29715] Description:
Clean up coding to increment/decrement underlying FAPL for multi/split
VFDs, to avoid copying property lists as much.
Tested on:
MacOSX/64 10.11.4 (amazon) w/serial & parallel
(h5committest forthcoming)
