[svn-r28109] Description:

    Correct failure when using the family VFD, which requires that the '%'s be
parsed twice.

Tested on:
    MacOSX/64 10.10.5 (amazon) w/serial & parallel (and make check-vfd)
    (h5committest not required on this branch)
