Purpose: Maintenance for 1.6 release
Description: Fortran DLLs do not work.
Solution: Disable all DLL projects and build only static fortran library
and tests for 1.6. release
Platforms tested: This is a pure Windows change.
Windows 2000 with MSVC++ and Intel compilers.
Fortran debug SZIP test fails for both compilers.
