Solution: Removed the RELEASE and HISTORY files' contents from Changes.html, inserting links instead. Changes.html now points to RELEASE.txt and HISTORY.txt, duplicates of hdf5/RELEASE and hdf5/HISTORY. These two files will henceforth be distributed within the doc set so that this information can be available to applications developers who cannot access the HDF website (e.g., due to a firewall) and are working without the HDF5 source code.
