The source tree of libnl3 is fairly simple. We can afford thinking
and reasoning about it as one. Don't spread out the .gitignore files,
instead ignore all files consistently via the ignore file in the top
level directory.

Instead of using a shared version script 'libnl.sym', add individual
linker scripts for all libnl libraries.
For now, the content of the version script is unchanged and this
patch does not have any externally visible changes.

Issues solved:
* PACKAGE_VERSION was abused for SOVERSION
* unneeded DEP stage
* did not support out-of-tree builds
* no way to turn off silent mode
* overriding CFLAGS at make time was not supported
* no static libs were provided
