* win/configure:

	* win/tcl.m4 (SC_CONFIG_CFLAGS): Don't set LDFLAGS_DEBUG
	to -g or LDFLAGS_OPTIMIZE to -O when compiling with gcc.
	These flags are not needed and can cause problems with
	the Cygwin version of ld.
