* win/tclWinChan.c: moved Win2K bug case test with GetStdHandle()
from TclpGetDefaultStdChannel into Tcl_MakeFileChannel to enable
a more general method in detecting invalid OS handles rather than
just a specific known case. [BUG: 5971]
