* generic/tclUtf.c (Tcl_UniCharToUtf): Corrected handling of negative
* tests/utf.test (utf-1.5): Tcl_UniChar input value. Incorrect
handling was producing byte sequences outside of Tcl's legal internal
encoding. [Bug 1283976].
