installData.tcl: Make sure that copyDir only receives normalized paths.
tclPlatDecls.h: Fix <tchar.h> inclusion for CYGWIN.
tclPathObj.c: Fix Tcl_SetStringObj usage for CYGWIN.
*.c: Fix various minor other gcc warnings, like signed<->unsigned mismatch.
