* generic/tclCompCmds.c (TclCompileSwitchCmd): update switch -regexp
* tests/switch.test-14.*: compilation to pass
the cflags to INST_REGEXP (changed on 12-07). Added tests for
switch -regexp compilation (need more). [Bug 1854399]
