* tests/unixInit.test (unixInit-2.10): re-enabled.
* unix/tclUnixInit.c (TclpInitLibraryPath): Alternative fix * win/tclWinInit.c (TclpInitLibraryPath): for [Bug 832657] that should not run afoul of startup constraints.
