* generic/tcl.h: note limitation on changing Tcl_UniChar size
* generic/tclEncoding.c (UtfToUnicodeProc, UnicodeToUtfProc):
* tests/encoding.test (encoding-16.1): fix alignment issues in
unicode <> utf conversion procs. [Bug 1122671]
