added fix for foreach compile proc so it handles non-local names correctly
fixed compile procs so they no longer corrupt the exception stack don't inline expressions when it is unsafe to do so FossilOrigin-Name: 9691867ba63a94a5e2a19e21e77d7271e2f8c01e
