* library/msgcat/msgcat.tcl: Added checks to prevent [mclocale]
* tests/msgcat.test: from registering filesystem paths to possibly
malicious code to be evaluated by a later [mcload].
* library/msgcat/pkgIndex.tcl: Bump to msgcat 1.3.3
