Remove unnecessary EXTERN's, which already
are in the global stub table.
Use @EXEEXT@ in stead of @EXT_SUFFIX@
Use -DBUILD_tcl in Makefile for CYGWIN
Use EXTERN to control CYGWIN exported symbols
Remove some unnecessary type casts.
