* generic/tclClock.c: Fixed a bug that incorrectly allowed

	[clock clicks {}] and [clock clicks -] to be accepted as if
	they were [clock clicks -milliseconds].
	
	* tests/clock.test: Added regression tests for the above bug.
	[Bug 675356]
