* tests/clock.test: Modified some tests that were not robust with
respect to the time zone in which they were run and were thus
failing.
* doc/clock.n: Clarified meaning of -gmt with respect to -base
when used with [clock scan] (-gmt does not affect the
interpretation of -base).
