* generic/tclUtil.c: Corrected [Bug 411825] and other bugs in

        TclNeedSpace() where non-breaking space (\u00A0) and backslash-escaped
        spaces were handled incorrectly.
        * tests/util.test:      Added new tests util-8.[2-6].
