* generic/tclIOUtil.c (TclGetOpenMode): Only set the O_APPEND flag
* tests/ioUtil.test (ioUtil-4.1): on a channel for the 'a'
mode and not for 'a+'. [Bug 1773127] (backport from HEAD)
