Added routiens to support testing of new routines ('TclStatInsertProc',
'TclAccessInsertProc', 'TclOpenFileChannelInsertProc', etc.). The new
test commads (e.g. "testTclStat", etc.) are excersized from the file
"test/iOUtil.test'.
