* generic/tclEncoding.c (TclFindEncodings): Normalize the path
of the executable before passing to TclpInitLibraryPath() to avoid
buggy handling of paths containing "..". [Bug 832657]
* tests/unixInit.test (unixInit-2.10): New test for fixed bug.
