* generic/tclUnixInit.c (TclpSetInitialEncodings): Modified so
that multiple calls can continue to atttempt to properly set the
system encoding. Needed for Tclkit to properly support non-default
encodings. Thanks to Yaroslav Schekin. [Bug 1201171].
