Fix segmentation fault triggered by test package-3.12. Adapt signature of
PkgRequireCore to conform to Tcl_ObjCmdProc, and call it in Tcl_PkgRequireProc
on an NRE trampoline via Tcl_NRCallObjProc. Additional callbacks still needed
to fully NRE-enable [package require].
