* win/Makefile.in: Use : to separate VPATH entries. This
works for both Cygwin builds and cross builds, the VPSEP
variable is simply unneeded complexity.
* win/configure: Regen.
* win/configure.in: Don't subst VPSEP.
* win/tcl.m4 (SC_CONFIG_CFLAGS): Remove VPSEP variable.
