* win/tclWinThrd.c: Portability fix for Cygwin who's c-runtime,
not surprisingly, doesn't have the MSVCRT specific _beginthreadex /
_endthreadex pair. This might have to be revisited for proper
Borland, lcc32, Watcom and other support as well.
