as the default and original [encoding system] value. Since
"iso8859-1" is built in to the C source code for Tcl now, there's no
availability issue, and it has the good feature of "identity" that
we must have ("bytes in" == "bytes out") without the bad feature of
"identity" ("broken as designed") that makes us want to abandon it.

* generic/tclExecute.c: to simply be "const", not CONST86.
* generic/tclCmdAH.c: whitespace.

const tables, so those will be
put by the C-compiler in the
TEXT segment in stead of the
DATA segment. This makes those
table sharable in shared libraries.

cannot happen in Tcl, but were met during development of L. Thanks

* generic/tclFCmd.c: and tclpFileAttrStrings. This allows
* generic/tclIOUtil.c: FileSystems to report their attributes
* generic/tclTest.c: as const strings, without worrying that
* unix/tclUnixFCmd.c: Tcl modifies them (which Tcl should not
* win/tclWinFCmd.c: do anyway, but the API didn't indicate that)
* generic/tcl.decls
* generic/tclDecls.h: regenerated
* generic/tcl.h: make sure that if CONST84 is defined
as empty, CONST86 should be defined
as empty as well (unless overridden).
This change complies with TIP #27
