Part of the build uses tclsh to generate files. Ensure we can specify
a runnable executable using TCLSH_NATIVE when cross-compiling.
This patch also gets smarter about finding the compiler version,
the compiler target architecture and the native architecture.

deprecated most of the standard C library and now generate manifest
files to be linked into the binaries. SF bug #1424909

symbol for every compile. Instead, define
TCL_PIPE_DLL only when compiling tclWinPipe.c.
This will break other build systems, so
they will need to remove the TCL_DBGX define
and replace it with a define for TCL_PIPE_DLL.
* win/makefile.vc: Ditto.
* win/tclWinPipe.c (TclpCreateProcess):
Remove PREFIX_IDENT and DEBUG_IDENT from
top of file. Use TCL_PIPE_DLL passed in
from build env instead of trying to construct
the dll name from already defined symbols.
This approach is more flexible and better
in the long run.

Mistachkin insists that he has a configuration that fails to launch
tcltest without it, and it appears harmless otherwise.
