Subject:         * win/tclWinPort.h:  #include <winsock2.h> needed to get
 moved 	to after #include <windows.h> or wierd misunderstandings took 	place
 when -D_WIN32_WINNT=0x0400 is set for outside code that 	requires
 knowledge of Tcl innards.  General header macro magic 	applied liberally...
