Add -D_CRT_SECURE_NO_DEPRECATE and -D_CRT_NONSTDC_NO_DEPRECATE, reducing the number of
deprecation warnings on later VC++ versions.
Better VCVERSION determination.
All changes backported from Tcl8.5/8.6
