cmake_path: rename 'GET ... RELATIVE_PATH' to 'GET ... RELATIVE_PART'
For consistency, subcommand 'HAS_RELATIVE_PATH' is also renamed to 'HAS_RELATIVE_PART'. Fixes: #21385
