Find{Threads,MPI}: Add support for CUDA with Clang
Currently CMake passes `-Xcompiler -pthread` flags to CUDA compilers
irrespective of the actual CUDA compiler ID. This makes sure the
additional `-Xcompiler` flag is only used with nvcc.
