CTest: Consolidate '--repeat-* n' options as `--repeat *:n`
Combine `--repeat-until-fail`, `--repeat-until-pass`, and
`--repeat-after-timeout` to create a single `--repeat <mode>:<n>`
option. Retain `--repeat-until-fail` too because that has been
available in previous releases.
