VS: Add workaround for CUDA compiler PDB location
The CUDA Toolkit Visual Studio Integration does not honor the
`ClCompile.ProgramDataBaseFileName` field when telling `nvcc` how to
invoke `cl`. Work around this problem by passing `-Xcompiler=-Fd...`
ourselves through `AdditionalOptions`.
