Genex: LINK_LANGUAGE respects LINKER_LANGUAGE property
If target property LINKER_LANGUAGE is set, LINK_LANGUAGE generator
expression evaluation must be always successful.
This fix can be helpful to elaborate a solution for issue #21818.
