OS X: Allow deployment target with "/" sysroot (#15040)
Allow the combination
-DCMAKE_OSX_DEPLOYMENT_TARGET="10.8" -DCMAKE_OSX_SYSROOT="/"
to work. Treat the "/" sysroot as targeting the current OS X version.
