CMakeAddFortranSubdirectory: Validate gfortran architecture
Verify that MINGW_GFORTRAN not only points to a MinGW gfortran but also
one that compiles for the target architecture. This prevents using a
32-bit gfortran in a 64-bit MSVC build.
