QFileInfo: Prepare for engine-less implementation
The absence of a file engine was being interpreted as a synonym for a
default constructed instance (or failed engine creation with
QT_NO_FSFILEENGINE). By having an explicit flag, we open the door for
bypassing file engine creation.
