This platform exposes the function ``ioctl(FIOCLEX)``, but calling it fails
with errno is ENOTTY: "Inappropriate ioctl for device". set_inheritable()
now falls back to the slower ``fcntl()`` (``F_GETFD`` and then ``F_SETFD``).
