gh-126624: Expose error code ``XML_ERROR_NOT_STARTED`` of Expat >=2.6.4 (#126625)
Expose error code ``XML_ERROR_NOT_STARTED`` in `xml.parsers.expat.errors` which was
introduced in Expat 2.6.4.
