New functions for extension writers on Windows:
PyErr_SetExcFromWindowsErr(), PyErr_SetExcFromWindowsErrWithFilename().
Similar to PyErr_SetFromWindowsErrWithFilename() and
PyErr_SetFromWindowsErr(), but they allow to specify
the exception type to raise. Available on Windows.
