Move CHANNEL_*BUFFERED (internal) flags to higher bits: prevent any possibility for conflicts with public flags TCL_ENCODING_STOPONERROR|TCL_ENCODING_NO_TERMINATE|TCL_ENCODING_CHAR_LIMIT
